Support static project layers served through our tileserver #620

Support layers from the LocalData tileserver, analogous to our support for cartodb layers. Switch Lots to Love to use LocalData tileserver layers for council districts, neighborhoods, municipalities, and assessed parcels.

Convert the tile.json array of paths into a templated path for consumption by Leaflet.
