Truncate titles #235

Added title truncation for map titles and layer titles. Was a little more complicated than expected due to the inline icons that accompany the titles.

I also added truncation to the breadcrumb map title.

Accidentally built this branch off of the captions one, so If we merge that one first, then the diff for this one will be much smaller.
