Aws deploy #3555

The adds the capistrano configuration to deploy to new build, staging and production environments.

NOTE: This targets ruby_upgrade_2.4.10 not master

@thermistor I merge dotenv (and implicitly this) into ruby 2.4.10 branch to try and work through any more test or app failures.
