Rotation Alerts should be injected into our page similarly to how the Loading spinner has it's own html that displays over the content of the page. This is to ease Dw's unease with JS alerts

this also solves a quick backend request variable changing for the updating of owners, since it was now supported as of Localism/LocalightBackend#180

Actually was fixed by #599
