Error page should provide more information

Some ideas for what the error page could do:

• Tell the user if there was planned downtime
• Give the user some indication into whether everything is borked or it's just their instance
• Give the user more insight into what the problem was (i.e. if mongod died due to lack of memory you might give guidance on adding ?limit= to queries)
• Tell the user where to get more information (IRC, a status page like status.github.com, etc.)
• Contain a picture of whatever the Singly fail-whale equivalent is :wink:
