Expense Manager #13

This is an 'Expense Manager' built using the basic features of file handling in python, It is a GUI enabled python script. GUI is made using 'Tkinter' module in python. #1 @Logan1x

Please put the .py file in the root folder i.e. this and give description about how to run and what your file is in readme.md @akshitgrover
