Make order consistent in slots eg Theory of change #25

Theory of change order on the left menu of Browse Indicator page should be: Validated scale (this maybe should be under rating instead) Impact Organizational practices Behaviour Knowledge and attitudes Experience Reach Activities Management

Right now the order varies each time I use the registry, e.g.,
