Entrant handling - Motion ID of 0 #63

The process that converts the Visforms CSV to entrants and motions needs a tweak.

The reporting about Motion ID 0 being duplicated is a bit annoying:

This may not be an issue once 2 day entries are automatically allocated Motions for Monday to Friday.
