Move reagent system to modules #4

Reagent system should be a module, not part of core. Core should be only things that are basically universal or require deep integration with the rest of core and it isn't viable to isolate them as a module.

The next prompt re-write should permit modules to add elements to the status area and needs to happen before this can be done.

Moving to 0.4.0b as this will require the prompt to be reworked before it is really viable.
