Panda 3.0.3-13beta doesn't show scrollbars #730

What steps will reproduce the problem?
1. open Panda
2. select any tab that should have scrollbars (milling for example)
3. no scrollbars, some stuff is not visible because it is "below"

What is the expected output? What do you see instead?
no errors or whatsoever

What version of the addon are you using?  Where did you download from?
Panda 3.0.3-13beta, downloaded from http://github.com/tekkub/panda/tree/master

What version of WoW are you using?
Patch: 3.0.3.9183-enGB
Locale: enGB

Please provide any additional information below.
See the attached picture, no mass-milling button, missing herbs and results...
