What version of WoW are you using?
Patch: 3.0.8
Locale: english

I'm not sure if this is intended or not but i feel its annoying.
When you are scrolling in your chat and you hover an item and scroll past
that item, the tooltip will stick and wont disapear before you hover
another item and trigger the OnHyperlinkLeave again

To reproduce, stay in a capital with some trade chat spam, scroll up and
put your mouse on an item so that the tooltip shows, keep your pointer on
the item and scroll with your mouseweheel so that the itemlink is no longer
visible, the tooltip will now stay there until you hover another item.

There's nothing I can do to fix this, Blizzard needs to fix the handler to fire 
when 
the link under the mouse moves away.
