TourGuide: the quest ID are no longer preserved in TourGuideQuestHistoryDB #840

What steps will reproduce the problem?
Login, do a quest that you haven't done before either in the current loaded 
guide or not. Logoff and go look into the 
\WTF\Account\<AccountName>\<RealmName>\<CharacterName>\SavedVariables\TourG
uide.lua file. The newly completed quest is not in the list.

What is the expected output? What do you see instead?
TourGuide should keep the list of the completed quests for a character so 
that if we load a new guide, the quests that are already done are 
automatically checked out.

What addon and what version are you using?  Where did you download from?
TourGuide v.3.0.9.48-Beta from Curse.com

What version of WoW are you using?
Patch: 3.0.9
Locale: enUS
