Allow NuclearCraft to be the powerhouse in mid/end tier of power generation. Other generators to be turned down (especially combustion kinds).

Using https://minecraft.curseforge.com/projects/ceu to my advantage, I'll disallow any RF generation block (except late midgame/endgame generations, so GTCEU will be what you need to do early/mid game for RF as well).
