dev: while creating reatime option changes some future changes to consider

*remove tempenchant code/references (optionpanel) Shadowlands brings back tempenchants for shamans, and i believe DK's weapon enchants count as tempenchants too *remove non-existent option to send /who on whisper

*defaults can be set without reloading too (see actionbars resetting to default position)

*add options for nameplate timer & counter font (position, size, font, etc)
