Unable to add CIV #10082

4. Describe the Issue

I have a custom scenario I created on a very large map. Everything works fine cities are places there is currently 6 civs places on the map and 14+ city states. If I load the game in this state with VP it launches just fine. I do this to test the stability. If I add another civ in WB to the scenario and load up the game it will crash when I click "start game". If I turn off VP and start that same game with the 7th civ added it will start the game. If I turn VP back on and remove the 7th civ it will start the game. Why can I not add anymore civs to the game on 128x90 map? I have run it in the past with VP before no issues.

I did a little bit more digging into the matter and found the last version I was able to use for the past few months was VP 2.7. The very next update VP 2.7.1 is small but features a specific fix to WB Maps which is what im using. From that point forward I have not been able to use any of the large custom WB maps. Whatever happened from 2.7 to now if blocking WB Custom maps again. Hope this helps any. I can get all the way to "Start game" upon clicking start game from 2.7 up Instant crash. Again if remove that additional 7th civ however the game starts. Please help I have not been able to play an updated version of VP since 2.7

@mwhiter They are referring to your commit https://github.com/LoneGazebo/Community-Patch-DLL/commit/6efee6b98bffe235cd7e60ea088dcdf82bac8998, can you investigate the issue? Also, if you're familiar with world builder, can you maybe share your thoughts on #10456 ?
