Stolen Art, spy was killed, after few turns came new one, but there was no options to assign him (screenshot).
I waited few turns, but nothing changed.
Just few second before post this bug report, i decided to save and load game, and the option to move spy appeared.
My guess was that game "just knows" you can assign new spy, so after reload, options may appear, as the spy was correctly available.
A little bit less severe than i thought, but neverthless seems like a bug.
