small hospital issue #11034

Current Version: 4.9.1_

Mods : Enhanced Air Warfare 4VP (v1.9)

Issue : The hospital says it gives +1 food from all specialists in this city, however specialists in ALL cities receive the buff.

this is what happens with this bug and a warmonger lol (ottoman enemy, 69 cities 3741 pop) and you havent seen the stats Capture d'écran 2024-06-24 182751

image I'm having the same issue but with a different building. Bimaristan (Arabian UB/4UC) is supposed to give +1 food to specialists but is being applied globally.
