Description:
The Holy Council national wonder (from the Council of Elders founder belief) appears to provide negative happiness in the city.
In the first screenshot I've provided, you can see the city tab of the city where I have just built this wonder, showing -44 happiness produced from buildings. The Holy Council building itself does not show anything when highlighted, but going back a turn and canceling construction prevents this negative happiness from showing up.
My initial encounter of this issue was in the second screenshot, where it shows a happiness value of 1.8 billion. Reloading made that value into what you see in the first screenshot, and I have not been able to reproduce that crazy number. It's probably a visual bug, but I'm including it here just in case.
I have included two save files in the attached zip file. One where the Holy Council is built (VP-HappinessBug.Civ5Save) and one from the turn before (VP-HappinessBugBefore.Civ5Save). The Holy Council is built in Moson Kahni, the capital.
