AI doesn't build improvement over resource #11209

4. Describe the Issue

This territory has belonged to the AI for a very long time. It seems for some reason the AI never bothered to improve Horse and Salt.

If they don't need it for a possible monopoly and it they already have plenty of a resource, they won't prioritize improving it. Can take a look in the weekend and see if it's a bug or not.

There's an unimproved amber in my game that's kinda hard to reach, but it's several versions ago.
