Boredom is completely out of whack for the player, and giving AIs MASSIVE Tourism boosts as a result. #5564

Latest version, same mod list as ever.

(I know from my previous posts that my save files are more or less useless since none of y'all have the mods I do. Let me know and I'll zip up my mod collection with the saves and post it on MEGA or somewhere that can handle the file size, since GitHub doesn't.)

King difficulty, Tectonics map, Huge size, 12 major/24 minor civs, events disabled, ruins disabled.

I posted a thread on the forums ( https://forums.civfanatics.com/threads/boredom-and-or-how-different-types-of-happiness-are-calculated-in-general.648877/#post-15525219 ) detailing some trials with out-of-control boredom in my Indonesia game.

This hasn't actually had a drastic effect so far on this particular game, since I sorted the happiness out elsewhere and took care of Brazil through military might, but I've seen the Boredom issues crop up in other games where I've been struggling to main 30 - 40% happiness. I'm using this game as an example because it really highlights how big the issue actually is.

Here's the problem:

Note that none of the other AIs are having an issue with this. Every single one of those AIs (except Brazil himself) is a minimum of seven techs and six policies behind me. They're all lower than me in every single demographic except Soldiers and Approval.

Here's a city that makes for a good example of my typical city suffering from boredom:

Batam makes a good example because it actually has a couple decent culture tiles, and it represents how almost all of my non-puppet cities look in terms of buildings; that is, they have almost all of them. In fact, aside from Stadiums (-1 unhappy from Boredom each) and a couple of extremely late-game wonders, there are no more buildings in the game that would help with this at all.):

Possibly I just don't understand how the happiness system is supposed to work and this is somehow intended; the forum thread was intended to get some clarification on that possibility and people much better than I didn't have an answer.
