Cannot establish Corporate Franchises in Vassal's cities when santioned #7022

3. Error description: Even though the World Congress resolution states that vassals are excluded in the Corporation sanctions, I've been unable to establish any franchises in any of my vassal for many turns now and with plenty of routes

4. Steps to reproduce (optional): Create a corporation, get Sanctioned, acquire vassals, send trade routes, wait.

Nevermind... I think this works properly.
