Citadels no longer create canals #7308

3. Error description: Citadels placed next to a coast tile used to be passable by naval units and trade ships, same as forts. In the current version, forts are still passable, but citadels are not. This means it's no longer possible to chain a citadel and a fort to create a two-tile canal, as seen in the screenshot below.

Since it appears you can't reproduce the issue, is there anything I can do to track down what's going wrong on my end? I had this happen across multiple saves and tested one-tile canals as well; citadels aren't passable for me (and they used to be on previous versions). Could it have anything to do with the fact that I'm using VP as part of a modpack so that I can play multiplayer?

I temporarily edited ImprovementChanges.sql to allow me to build forts adjacent to each other to work around the issue for the time being, but I liked it better when a two-tile canal would be "expensive" in the sense that it requires you to sacrifice a Great General. Any help would be very much appreciated!

Okay, so upon further testing it looks like recreating the modpack has fixed the issue... 😕 Not sure what went wrong the previous time, but problem solved I guess. Sorry about the false alarm!
