SiteEvaluation for Washington needs to include tiles owned by other players for site settling. Used to, needs to do so again.

I think Washington should not start valuing owned tiles when settling until he unlocks his UU (or close to doing so). He has no warring bonuses other than the +1 sight, and cannot afford to buy other players' tiles that early.
