Unable to complete spy intelligence missions for city state #8891

Unable to complete spy intelligence missions for city state. Have done Surveillance, Gold, and Science steals but it doesn't complete the city state quest.

Supporting information: Please note that you can attach .zip files by dragging-and-dropping them. If possible, zip up all supporting data and post that way.

  1. Log files (always attach your Logs folder, located at My Documents/My Games/Sid Meier's Civilization 5. For instructions, go to the repository's main page, under "To enable logging for bug reports"):

Pretty sure this was because I happened to be at war with the city state (and its suzerain so unable to make peace), control flipped to a neutral civilization then the quest came good (along with something else? Dunno, the quest reward wasn't enough for me to gain control of the city state) so suddenly it ended up allied with me with a massive influence majority. Weird behaviour but either way the interface was buggy / unclear as to what was happening.
