Feature Request: HappinessPerXPolicies give bonus to the City it's built in rather than the Capital #8982

According to the Prora wonder text, it gives 1 Happiness for every 2 Policies adopted in the Capital. I am wondering if this could be changed to just give the bonus happiness in the city where the wonder is built?
