The scaling decay rate from having lots of Influence was greatly increased this patch.
What's happening is that if your total Influence change is negative and you have a Diplomatic Marriage active, it won't decay. But the policy bonuses are still being factored in.

3. Error description: Both statecraft "Trade confederacy" and freedom "Treaty organization" do not work with marriaged city-states, so influence is not increasing. Tooltip also states "influence with them will change by 0".
