Issue Type: Bug

1. Open any unorthodox-formatted JavaScript or TypeScript code.
2. Make sure the "Format on save" option is disabled.
3. Attempt to save the file.

Expected result: The file saves with no further changes.

Actual result: The file is formatted and immediately saved.
