ICR hangs if no speech synthesizer available #181

Describe the bug With no speech synthesizer available, ICR plays the first character and then is silent.

To Reproduce

  1. Have a computer with no voice synthesis installed (in my case MX Linux desktop).
  2. Try ICR

Expected behavior A warning is emitted to let you know this won't work

I don't expect this is particularly common, but it caught me and I was puzzled for a while. I'm not a web developer, but will poke around a little.
