Add localization #638

The idea is to allow the game to be translated in French/Russian/whatever. Weblate could be used to allow the community to work on the translations. It has great integration with Git, which would make it easy to merge the contributions to the codebase.

While Weblate would outsource a big part of the work to the community, all the strings of the codebase still needs to be extracted into a JSON file, which represent a significant amount of work.

I discovered that Weblate offers hosting for open sources projects. I sent an application for S&R, Let's see how it plays out!
