"Installing frame2frame requirement: opencv-python" each time launching Automatic1111 #8

Not an issue per say however each time Automatic1111 is launched, it seems the requirement of opencv-python attempts to reinstall. Would like to explore any suggestions on how to get this requirement installed completely.
