Everyone should be "pacified" being unable to cast anything while in sanctuary zone. http://wowwiki.wikia.com/wiki/Sanctuary

Why is this intended?

Just signed up and encountered a mage that was harassing because of this. Mages can sit there and polymorph you until they run out of mana. Not a big deal for some classes, like pallys and druids, but it could be very annoying for others.

Can you make players immune to everything, and not just damage? That way trolls can't sit there and stunlock people on the run from the portal to the flight master.

I have a screenshot of the combat log, if any GM is interested.
