I've heard from multiple sources that the proc rate from this buff is completely broken and it procs on every, or almost every hit. I cannot confirm this myself but dps meters from people using the book definitely do not seem blizzlike. And people using the book tell me it is not blizzlike.

I suggest significantly lowering the procrate, but I have no numbers to provide. Anyone able to confirm or deny? Or know where evidence can be found?

This was quite a tricky fix, however its proc rate is now blizzlike.
