shadowmeld has way too high stealth #2691

can not sap in shadowmeld, was on top of druid for 5+ secs while he was drinking and culd not sap him , the stealth level should be lower

confirmed suspicious shadowmeld. Had some hard time saping druid while i was on top of him ..
