Quest itself works, but using the quest item " Ironvine Seeds " on the Control panel does not spawn Steam Pump Overseer. EACH Cast of the item should spawn one.
Steam Pump Overseer's have 10% drop chance for Drain Schematics , so it is " important " for the spawning part to work.
