It might be the same issue as described in Bug #1085768 , as calculation of Variable3 was not yet implemented for diesel locomotives. (Btw the download link provided contains only a reskin without the engine itself.)

Well, that would be an explanation, although I actually didn´t understand really much ^^ (doesn´t matter to me, as I´m not (yet) a coder :D ) Doesn´t work... Um, interesting, as exactly this one did on my setup. Well, here´s another one, but you can as of my experineces virtually take any (american - have´t tested others yet) diesel you want...
http://www.trainsim.com/vbts/tslib.php?searchid=1332438 take file atsf621.zip, third from the top of the page; I´m using it with mlwfdl16 sounds, available at TSdotcom (mlwfdl16.zip).

Markus, I will make it work eventually, I just wrote it for the record. :-) I am still working on other sound related issues, I want to finish with those first.

Markus,
I cannot reproduce this bug using the provided locomotive and sound pack. In my case the dynamic brake sound releases correctly when I decrease its percent, and doesn't come back when I get into throttle-increasing mode again. Everything hears to be all right on my side, though I don't play with american locomotives very often, so I may be missing something.

Well, I checked it out again, on that loco it´s now (x.1605) ok, maybe I just posted a wrong one...
Will try to find the original files for the one from the first post in this bug-thread.

Now, that´s it - I could manage to find out the Name of the zipt file, although I usually delte the downloaded zips to save Memory on my HDD. I have the sounds aliased to the default dash9. However, it now came to my mind, that this Problem might be caused by the other loco´s in the consist, as the dash9er´s Dynamics don´t Sound like "fade in - stay for 30 seconds - fade out - start again after 30 secs", so it might also be due to
http://www.trainsim.com/vbts/tslib.php?searchid=1377793 , Default GP38 sounds http://www.trainsim.com/vbts/tslib.php?searchid=1377795 , number 802, using the first soundset over there http://www.trainsim.com/vbts/tslib.php?searchid=1377813 or another loco using the Standard GP38 sounds (it´s no longer available for free anywhere, which I know for sure)
sorry for making it all that complicated, but I now see it as another reason for starting to clean up my HDD a bit ;)

Default dash9's dynamic brake sound has no cue points, and this results in that looping over-and-over effect. So this may be one reason of the problem. But unfortunately there is nothing can be done about it in OR, the sound file has to be corrected by adding the missing cue points. (There is a possibility the cue points are there, just they are defined in a non-standard and non-documented way, like it was discussed at Bug #1179088 .)
Btw have you tried to click to search URLs you inserted into your posts? I'm just asking because I get "No search results" answer. However I still could find the files you mentioned in your older posts, because you also wrote the zip file name. But this information is missing from your last post, so unfortunately I have no idea what to search exactly. And it was also not really clear to me: Do you still experience this sound error and can you reproduce it using downloadable content, or not?

Yes, still experiencing, and yes, the Contents are all over at TSdotcom, except for the last one, which I got from another site that has been shut down...
The file names are:
atsf8755.zip sf_rsd15.zip alco251.zip atsfg35.zip
The dash9er - I checked it again - for some reason did do the above things only in certain conditions, but also there it might have been from another loco...

Now, using x.1615, the Problem seems to have gone. Dynamics sounds switch on and off as they should, no more Dynamics sounds in power mode. Don´t know exactly, but might have been unintentionally resolved with the doppler effect implementation?

No discovered the sounds again after having stopped, but only in an outside view. See s in-cab the are simplky overlaid with other Sound since the improvements to better reflect MSTS sounds.

Markus, the locos worked, but there is only one package of the four having sound included: the alco251.zip. I tried that with a locomotive from an other zip, and heard no problem with dynamic brake sound. I am a bit stuck here :(

In post #8 in this thread I posted which sounds I am using on which loco ;) It´s mostly Default GP38, and one Default Dash9.

But I don't hear any problems with GP38 and Dash9. On my computer dyn.brake sound for these locos work correctly. Also for the others I downloaded by your suggestion, that use GP38's and Dash9's sound. So my problem is that I still couldn't reproduce this bug on my computer.

I won´t take avideo, as this bug somehow seems to have accidentially been resolved with the implementation of Looping .wav files that had this other method of Looping (don´t recall how it´s called) than the cue Points in the .sms file defined. The dash9 sounds now Play as in MSTS, and moreover also Switch on and off as they should in new X.1634.
I think you can consider this as resolved (r whatever Status is required for a case like this) :)

It was r1617 handling of smpl blocks in wav files introduced, since then works standard Dash9's dynamic brake sound properly.
Imported from https://bugs.launchpad.net/bugs/1179611
On numerous (if not all - at least all models I tested this with) the dynamic brakes sounds keep playing after switching to power mode again. They also seem to then somehow be linked in intensity to the throttle position, so throttle in run 1 will give you less dynamics sounds then run 3 or so. In addition, saving the game, exiting OR and totally restarting the sim and reloading the activity won´t either stop the dyn sounds.
Occured e.g. on ATSF SD45 #1800 available over at TS.com (http://www.trainsim.com/vbts/tslib.php?searchid=1328107 : the last but one entry), but could as mentioned above be found in all engines I recently ran.
