Add MongoLab 'Enable RESTful API' instructions #2

I got tripped up following the instructions configuring Perceptus Dash. I found that the RESTful API is disabled by default. This change adds instructions to Enable REST API.

Hi. I am taking over updates to LoopTips - which is now housed under the LoopKit repo. I am not familiar with the information on this page. If this is still a useful page and the changes in the pull request from Aug 27, 2019 should still be added, let me know and I'll make it happen.
