The Scan feature of the wallet continues to use the camera even if you closed it, iOS shows a green dot that notifies you that when camera or mic is used, see the screenshots.
Also I have tried, open and close the Scan feature, then pointed the camera to a Red Packet QR code and it scanned it even with closed Scan.
