I'm always frustrated when my PANGO lineages are out of date on ARTIC tasks

Same as PHE variant definitions - update on startup
Edge cases
We may hit issues updating whilst it's still in use
We mat hit issues with big updates - I don't know how they are handled and would require manual updating by a User, which would need adding to the Documentation
