Feature: Research Mode

Adds a "Research Mode" option to world creation. When Enabled:

• Cannot be disabled.
• All features are enabled but locked behind research.
• Some features like Ore Gen are not disabled.
• Research is done with Research Blueprints.
• When researching there is a chance to activate a negative feature.
• Some researches have a higher chance to activate certain negative features.

you could put stuff like belt capacity (16, 32, 64, 96...?) behind research too, maybe also max rpm, etc (factorio-esque style)
