Make: Switch to Autotools #13

Autotools make this package more compatible with all cross-toolchains and simplify integration in a build system (using prefix, installing headers, ...) Additionally, the usage of '--enable-debug=hal:reg' at configure time to generate a config.h makes usage easier (and more standard)
