Create a project based on machine learning and add the project under Machine_Learning_Projects folder. Furthermore, add your details in the CONTRIBUTING file. Create a new issue mentioning the program you like to create and create a pull request referencing the issue.

I'd like to work on this issue. I can write some basic algorithm from scratch which would be a great reference for others. Should I create a new issue regarding the idea ?
