Rework of HQ and Camp system #176

Hi guys,

What I would propose instead is a tiered system where we could create a bunch of compositions that would reflect the state of the player HQ throughout the rise of the insurgency. They could upgrade from one stage to another when the player chooses to advance the Army Level (the stat that changes how many helicopters/armored vehicles you can store in your garage).

It could lack in the customization department (unless we choose to incorporate the HQ Fortifications ability to move different objects as R3F Logistics allowed for example).

The second part of my suggestion is that HQ and Camps could be merged into standalone "cells". They would have all the functionality of an HQ with all the features but would need to get upgraded individually. I personally think this would make more sense in the insurgency scenario and also could be a foundation for a multi-insurgency where players do not necessarily need to be on the same team!
