Weight from mender is ok but not from heavy armor. A key design philosophy in PTR was to make low to medium tier backgrounds also interesting by giving them unique mechanics and perks. Which is why this perk is limited to Blacksmiths currently. I like the way that is. Opening it up with a weight on Mender tree would also be ok. But I'm not in favor of it having weight from heavy armor due to the reasons mentioned above.
