Add macerator recipe for flour #223

Problem: the macerator already has 8 wheat -> bio chaff, and isn't programmed to support multiple recipes that use the same item

worth noting that in Pam's mod there's a recipe for flour that's less work. Mortar and Pestle cooking tool + wheat (or other veggie/legume that is valid for flour) in the crafting grid. (Then Pam's flour is combined with water and salt using the Mixing Bowl cooking tool to make dough, and the dough is then cooked into bread... Not sure if any of this is relevant but might be a good reference for how it's handled in another mod.)

Only other idea I have is to add a step to prep the wheat for grinding? This could result in wheat becoming a new item that wouldn't conflict with the macerator recipes.
