Add a feature to the incident status plugin to filter the main map based on incident status: Waiting, taken on, resolved

Hours: ~15

Currently under development in the dev branch. Working: Added filter buttons the the map filters section Added javascript to handle click events Passes url parameter to openlayers

Still needs: Filter based on parameter using json event

Switched to actionable plugin with allows filtering on incident status. Media Filters do not work in filtered state so this is to be fixed.
