Another Pass On Actions UI

Actions UI is still confusing and clunky. While drag and drop is an improved experience, actions with lots of inputs still leave uses overwhelmed and confused. Particularly light changing actions.

• Do another pass over how light actions are structured. This will unfortunately create the need for a migration. Should actions be versioned?

• Optional inputs are completely and totally confusing, optional inputs should show they're using some default value.

• Optional Booleans are even more confusing since unset optional booleans look exactly the same as set false booleans. A trinary switch might be better.
