Download dir is not being read from settings.json #68

What steps will reproduce the problem?
1. Stop transmission service
2. Change the download dir in /etc/transmission-daemon/settings.json
3. start transmission service

What is the expected output? What do you see instead?
When you load your skin, it still uses the previous download dir.. i can set it
to the right one as default using your skin.. but it is lost at reboot.

What version of the product are you using? On what operating system?
Raspberry pi

Please provide any additional information below.
I have gone back to the default skin and that one picks up the correct dir
fine.. switch back to yours and it doesn't.

Every other setting appears to work.. but some how your UI is holding on to an
old Download Dir setting and not letting it go.. It's almost as if the setting
is being read, but the UI changes it to whatever it's remembered.. i can't find
where this setting is coming from!

It doesn't appear to be browser dependant (so that rules out a local cache)
i've also deleted your webui and re-installed it and it's still doing the same!

I have found some more peculiarities.. if i add a torrent and set the correct
download dir as default.. it will stay as default until either i reboot or i
delete that torrent.. then it reverts back..

I love this skin and i hope you can some how help me fix this!
