New mechanic

Description

What happens for roleplay servers this would give much more features e.g., those who use bands servers as cops and ladornes would allow them to make exclusive weapons for thieves and others for cops.

Enable perWeaponPermission in the config.yml. Then use the permission qualityarmory.usegun.<gun>
