Describe the bug intimidation fails immediately when a gun is pointed at an NPC store clerk

To Reproduce Steps to reproduce the behavior:

  1. Go to a store
  2. Aim your gun at the npc
  3. See error message

Expected behavior Robbery should work and not cancel
