Is it possible to unite skils somehow? For example, I want to create a skill with properties from Tempest and Hikari&Tairitsu Like replacing someone's skill or creating new?

Next to impossible. Modifying skills about client needs to get the source code or perform highly challenging reverse engineering. At least this has nothing to do with the server.
